Eligibility and Rules
All applications will be reviewed and must be approved by the LocalMotion Arts Festival Committee. The submission of an application does not guarantee a food booth space. The Festival Committee reserves the right to limit the number of food booths and the items sold out of each food booth. No alcoholic beverages can be sold from our food vendors. Beer and wine will be sold at the event through a permitted distributor.
All applications will be reviewed by the Committee, and you will be notified of your acceptance no later than August 15, 2018. There will be a limited amount of space. All applicants will be notified as to the status of their application. If your application is not accepted for whatever reason, the application fee will be returned.
All booth spaces are assigned prior to the event. Vendors are responsible for bringing set-ups, tent, chairs, etc. There will be no rain date, and no refunds given for cancellations. Vendors are encouraged to provide protection against inclement weather. Electricity is limited to inside the park. Please specify within the application if you need electricity.
About the two festival areas:
– The Artist Walk: These booths are scheduled to run from 11 am – 7 pm and will require vendors to tear down by 8:00 pm to allow for the main music event to take place and to account for the setting sun, unless specifically noted. This area is located on the two city streets that surround the park (South Central Ave and Atlanta Avenue). Only select food vendors will be in the Artist Walk area.
– Inside the Park: MOST Food vendors will be inside the park to maximize their exposure throughout the day and into the evening. The festival is officially from 11 am – 10 pm. It will be a long day, but we believe a very fun and rewarding day. Starting after 7:00 pm and running until around 10 pm the festival will morph into more of a Music event with several larger acts expected to play. All food trucks will be inside the park within the paved parking lot. See this map for details. Those food vendors with tents will be near the food trucks on grass near the gravel path that meanders through the park. Electrical can be provided to by request only. Jess Lucas Park is a beautiful tree-lined park that is mostly level, with some roots from the 100+year-old oak trees that surround it. You will not be allowed to tear down until after the festival is over. At the close of the festival, the parking lot will open up to allow vendors to pull in and tear down. No vehicles are allowed on the grass. Also, no spikes will be allowed to hold down your tent. Please use weights.
• Food Vendor Fees: $200.00 per 10 x10 Booth or Food Truck
Beverages: All vendors are required to sell at least water, but are encouraged to sell a variety of non-alcoholic beverages. Beer Girl Growlers & Bottleshop is our official alcoholic beverage sponsor. Food vendors are not allowed to sell alcoholic drinks of any kind.
Clean Up: All vendors must keep their space neat and presentable during the festival and clean up area after closing. Vendors must provide their own sturdy garbage bags with ties. Please break down all cardboard and place next to dumpster and put tied/secured garbage in dumpster.

Event Time: Saturday, September 16th 11:00am – 10:00pm (Artist Walk 11:00am – 7:00pm)
Even Set-up: Set-up will be on Saturday, Sept 22nd between the hours of 8 – 10:00 a.m. ALL VEHICLES MUST BE OUT OF THE FESTIVAL AREA NO LATER THAN 10:00 a.m. Once unloaded, easily accessible parking will be available. No vehicles, except for food trucks, will be allowed in the Festival area between the hours of 11 a.m. to 10 p.m Food Vendors may NOT begin dismantling their booths until the end of the festival. Select vendors can request set-up within the “Artist Walk” area, which is outside the park and will tear down at 7:00PM with the artists.
Inclement Weather: LocalMotion Arts Festival is taking place rain-or-shine (inclusive of all adverse weather conditions). No refunds will be granted due to weather. Please come prepared!
Vendor No Show: This event will be held rain or shine. In the event the vendor does not show up or does not fulfill their agreement to serve food & beverages during the event time as set forth within this document, they will not get a refund, if applicable, and they will not be allowed back to any City of Hapeville or Tri-Cities Arts Association event/function for a minimum of two years.
Cancellation: Cancellation of your application to the event must be in writing and must be before five (5) working days of the event (September 11, 2017) to get a 50% refund or be allowed back to a City of Hapeville or Tri-Cities Arts Association event, per our Vendor No Show policy.
Liability: By signing and returning this application, the Applicant hereby assumes all risks of loss or damage of Applicant’s property. The Tri-Cities Arts Association, LocalMotion Arts Festival agents and officers, and the City of Hapeville will not be held liable for losses of any kind, whether due to fire, theft, physical violence, acts of nature or other cause, however originating. The event will provide security for the duration of the event; however, all participants are responsible for their own property, equipment, merchandise and its protection.
Insurance: All food vendors must provide a certificate of liability by their current insurance agency. The City of Hapeville must be named on the certificate as an additional insured
Parking: No vehicle traffic is permitted in vending area during festival hours. Designated parking for one (1) vehicle per vendor is provided near the vending area. Additional vehicles may be parked in a designated spot away from the venue for no additional charge.
Pets: No pets are allowed at the festival. Licensed service animals are permitted on leash in accordance with festival policies.
Power: There is limited electricity available and it must be requested by September 1st. Power can be supplied for $50 per outlet. All appliances, extension cords, hoses, etc. must be commercial grade and in good working order (tested). Vendors using power must bring two (2) 50’ extension cords. The outlets provided are standard three-prong outlets. If you require anything different, please bring the appropriate adapter. Power is only available during open Festival Hours for retail vendors. Please contact Vendor Coordinator if you have questions about power needs.
Security: Security will be present on site. Valuables/money should not be left in your booth, as the Festival is not responsible for theft or damage.
Electronic Sales: Due to projected extremely high demand on Internet and cellular connections/communications in our area during this high occupancy time, please have plans in place to function as a vendor in the event that electronic sales are not possible. If connections are viable, vendors are responsible for providing their own functioning networks/hotspots.
Festival Staff: Festival volunteers will be on hand throughout the day for assistance, and all reasonable care will be exercised.
All food vendors must provide a certificate of liability by their current insurance agency. The City of Hapeville must be named on the certificate as an additional insured.
